Well, as I recall from living there many years ago, it wasn't too hard to come by. Pretty much every shop keeper in the Khan would ask you if you wanted some. And a quick walk around Maadi would usually result in an offer or two. This guy's just taking it a step farther.
I saw a story posted in FB, that this guy was caught by the police and the second photo showed the police holding the same sign in his hand...
People need to make money and sometimes they will go to any means to do it!
